Joe is the Managing Director of Avoca Strategies, an international business consultancy that assists companies find business partners globally, set up operations in the U.S. and foreign markets, and advises companies on market entry strategies.
During his 30 years in international economic development with the Commonwealth of Pennsylvania, Joe led or coordinated more than 75 inbound and outbound missions to and from Asia, Europe, Australia, the Middle East, and the Americas.
From 2015 to 2021, Joe was the Deputy Secretary of the Office of International Business Development (OIBD) for the Commonwealth of Pennsylvania, U.S. In that capacity, he directed the efforts of 14 trade and investment professionals, advised the Pennsylvania-based Regional Export Network serving all 67 counties, and provided strategic direction to an international network of contractors in 51 countries.

Joseph Burke
Owner & Managing Director
Prior to joining the Pennsylvania Office of International Business Development, Joe had twelve years of experience in sales, marketing, research, and business planning with multinational consumer packaged goods companies and marketing research firms in Philadelphia and New York City and did research in international trade dispute cases for major law firms in Washington, D.C.
In December of 2020 Joe was presented with the Golden Bridges Award for advancing economic development between Ireland and the U.S. by Aisling Events and the Belfast Media Group.
Joe has a BS in Food Marketing from the Academy of Food Marketing at St. Joseph’s University (Philadelphia), and an MBA in International Business from the School of Business at The George Washington University (Washington, D.C.).
